Your reference to WW II is instructive...The Axis was uncoordinated--Japan did't tell the Germans it was going to bomb Pearl Harbor, nor did Hitler tell Mussolini he was going to invade Russia, or for that matter did Mussolini tell the Fuhrer he was going to invade Greece. Still, WW II happened.

Putin is uneasy about Chinese migrant traders and farmers crossing the Amur in the Russian Far East. While NK is very, very poor, PRC is very, very rich, and there's zero development investment going south of the Yalu.
